When's the January transfer window?

I thought it was exactly that - January 1-31. Apparently Vitor Roque
moved from Barcelona to Palmeiras on Feb 28. How? Is the transfer
window not the same all over the world?

Talking of which, when's the other transfer window? It ends on Aug 31
doesn't it? I'm not sure when it starts though.

That deal was done outside of the Spanish transfer window but
before the end of the Brazilian transfer window. Barcelona had
to go through FIFA to get the deal done as La Liga and the
Spanish Federation objected. (Because the Spanish transfer
window had closed.) But of course, Barcelona got their own way
and FIFA approved the transfer.

In the UK the summer transfer window opens on June 12th.
